Will fewer airlines strand passengers on the tarmac in the future?

Good news for travelers: airlines may be less likely to strand passengers on airport tarmac for lengthy periods of time, now that the Department of Transportation has decided to fine three airlines for their role in keeping passengers on a Continental Express flight stuck inside the plane overnight after an unexpected landing due to thunderstorms in Rochester on Aug 8.
